Collective bargaining beyond pay: An analysis of collective agreements in selected low-paid sectors [1]

This report analyses and compares the content of 94 collective agreements in three low-paid sectors – manufacture of food, leather, textiles and clothes; residential and social care; and retail – across 11 EU Member States and Norway. The report examines how collective bargaining regulates working conditions beyond wages and how these topics have evolved between 2015 and 2022. The findings show that collective agreements improve the job quality of workers in low-paid sectors beyond their pay.

Wages are among the central subjects for collective bargaining. Collective bargaining may set wage floors as well as setting wages above these floors where economic factors allow, and wage adjustments which may ensure that workers get a fair share of productivity gains while not impairing the capacity of employers to operate profitably.

Impact of the COVID-19 crisis on wages and wage setting [16]

The COVID-19 crisis had a significant impact on wages and wage setting across Europe in 2020. The uncertain economic scenario, together with the difficulties inherent in online bargaining, led to a general postponement of collective agreements to 2021, especially at company level. Real wages maintained a positive trend during 2020 in most EU countries, with just modest increases, while higher increases were observed in the public sector.
